Why aren't those that collect unemployment required to perform community service in return?

Tell you what, you give me the time and place, and I'd bek happy to perform community service for my check... I'm no lazy schlup... and I don't feel a sense of entitlement either. looking for a job has been my full time job since December.. I'd love to contirbute to my society... if there were a way..I do volunteer within my community presently (tutuoring and mentoring children with autism). I'm not a waste of society, just trying to put a roof over my son's head...
