Is this Driftwood Safe?

I recently heard Manzanita Wood is safe for aquariums. So I ordered 2 branches and no tannins leeched but this white film covered the wood and Im not sure if its safe or not. I have Neons and Red Cherry Shrimp. Also I have a 46 gallon tank with 12 Neons and 4 glo fish and 3 cory cats and roughly 13 RCS. Am I over stocked? Can I add more and if so how many? I have a big canister filter and alot of biomedia.
