Can I finalize my divorce in Iraq?

I want a divorce. In the state that my "wife" lives in, there is a 90 day waiting period for the day that I file the original divorce. I have to take the papers in notarized, wait 90 days, then they give me other papers that have to be signed and notarized within 30 days. Then the divorce is finalized. But the thing is I am suppose to be deploying soon. I can take the first set of papers in, signed and notarized and get the other papers set to me in Iraq. I was wondering if there was a way to get the other set of papers notarized in Iraq. I have someone who is going to send them to me, and get them to the court house for me within the time. I don't want to wait until I get back to do this. I want it done asap so she cant take any more money from me. I don't have to appear or see a judge. They said I can do this as long as I can get the second set of papers notarized in Iraq. Please if you know if this is possible in Iraq help me!
